Kimco Realty Corporation (516-869-7190) hired Raymond Edwards as vice president for its Retailer Services division. Edwards joins the firm from SBC Group where he led its real estate business. Edwards has previously served 13 years at Keen Realty Consultants Inc.

Keystone Development Partners LLC (215-572-1500) was formed by Paul Aschkenasy and Jeffrey Blank. Aschkenasy joins the firm from Cushman & Wakefield where he served as senior director in the company’s New York headquarters. Blank is a principal in Jeffrey Blank Associates which develops properties throughout NJ and PA.

ChainLinks Retail Advisors (703-821-3994) elected Dan Gardiner of Phoenix Commercial Advisors/ChainLinks as chairman and to the board of directors. Gardiner is a co-founder of Phoenix Commercial Advisors and has served on the ChainLinks executive committee. Ed Page of Boyd Page/ChainLinks in Houston TX and Marc Katz of H&R Retail/ChainLinks in Baltimore MD were also named to the board of directors. Jon Kushner of Ripco Real Estate/ChainLinks in Philadelphia PA and Carl Edwards of Price Edwards & Company/ChainLinks were named to the executive committee with Kushner serving as vice chairman.

Pennsylvania Fashions Inc. (724-776-9780) trading as Rue 21 named Robert Fisch president and chief executive officer. Fisch joins the company from RNF Consulting Group. He had previously served as president of Casual Corner Group Inc. founding the Casual Corner & Co. division and building it into a 275-unit chain. The company has also completed an amendment to its senior credit facility from Saunders Karp & Megrue. Rue 21 is a 256-unit outlet chain specializing in young adult apparel. The company has opened 50 locations since 1998.

Marcus & Millichap (949-851-3030) appointed Mark E. Lucescu vice president of investments. Lucescu joined the firm in 1988 as a sales associate in the Newport Beach CA office and is currently a senior director of the firm’s National Retail Group and a member of the Chairman’s Club.

Cousins Properties (770-955-2200) hired James A. Fleming as senior vice president general counsel and secretary. Fleming joins the firm from Fleming & Ray LC where he was a partner. Fleming has also served as an executive committee member of the real property law section of the State Bar of GA and was the 2000-2001 chair of the real estate section of the Atlanta Bar Association.

Coyote Management (972-248-9375) named Stephen L. Curtis and Darrel Amen leasing representatives with the company. Curtis joins the firm from Discount Auto Parts Inc. where he served as a real estate manager. Curtis served previously as director of real estate for CEC Entertainment Inc. and as a senior leasing representative at Institutional Realty Management LLC. Amen joins the company from Racetrac Petroleum where he served as a real estate representative.

Secured Capital Corp. (310-882-8725) hired Chris Casey as managing director of the company’s Los Angeles CA office. Casey joins the firm from Lend Lease where he headed the company’s southern CA regional office in Irvine.

The Gustine Group (412-381-1122) has formed a joint venture with AG Development Group Inc. that will do business as AG Armstrong Development LLC. The company is developing Plant City Crossings in Plant City FL that is scheduled to be completed this fall. The company has also contracted with Publix Super Markets Inc. to build five units in the Tampa FL area over the next 12 months. The company’s combined portfolios equal almost $500 million.
