Urban Partners, LLC (213-437-0470) is teaming with Real Estate Capital Partners, LP (212-843-6100) in a $50 million joint venture to development mixed-use, urban infill projects throughout CA and WA. The partnership will allow RECP to invest in Urban Partners’ pipelines of projects. The $50 million will fund seven projects initially, with six to 10 to be developed during the next three to five years. The developments will include 350,000 sq.ft. of retail, 2,000 residential units and office space in the Los Angeles, CA and Seattle, WA metropolitan areas.

O&S Holdings, LLC (310-207-8600) named Lawrence Barbara development manager for Bridge Street Town Centre, located in McKinney, TX. The company and its affiliates are developing a 650,000 sq.ft. entertainment and outlet shopping center in LA; Bridge Street Town Centre, a 1.5 million sq.ft. center in Huntsville, AL and Bridge Street Towne Centre, a three million sq.ft. center in Will County, IL.

NAI Houston (713-629-0500) hired Stephen Tou as vice president in its retail brokerage division.

H&R Retail (410-308-0800) hired Brendan Clark, Brian Mitchell and Glen Neubauer as associates. Clark will work with the landlord representation and project leasing group in the company’s Bethesda, MD office, focusing on new and existing shopping centers. He was previously an associate at National Real Estate Brokerage. Mitchell will also be based out of the Bethesda office and will specialize in tenant and landlord representation. He previously served as vice president of sales and real estate with Great American Bunkbed Co. Neubauer will be based out of the company’s Baltimore, MD office and will be focusing on landlord and tenant representation.

Regency Centers (904-598-7667) promoted Barry Argalas to senior vice president of national acquisitions and dispositions from vice president of national acquisitions and dispositions. He is based out of the company’s Jacksonville, FL office and has been with Regency for 11 years. Also, the company promoted Alan Roth to senior vice president of operations for the Northeast region from vice president and regional officer. He is based out of the company’s Washington, DC office and will oversee the operations of Regency’s Northeast shopping centers.

Present Value Properties, Inc. (714-464-3000) hired Bernie Labowitz as senior vice president. He will be responsible for obtaining additional clients for tenant representation, landlord leasing and consulting assignments, as well as the pursuing development opportunities. Labowitz previously served as vice president of leasing for World Premier Investments. Present Value Properties, Inc. represents the following retailers throughout the western states: El Pollo Loco, Farmer Boys, Hallmark, Sally Beauty Supply, Cosmo Prof, Sport Clips, Kinder Care and Payless ShoeSource.

Crosland (704-561-5265) promoted Jim Anderson to director of operations in Raleigh, NC. Anderson will continue to also serve as vice president of Raleigh land development. In addition, the company promoted Jamie Dunn to vice president of investments to be responsible for the operations of the company’s southeastern real estate investment fund. Crosland also promoted Chris Squier to vice president of mixed-use project executive to oversee the development of Biltmore Park Town Square in Asheville, NC. The company also promoted Austin Williams to vice president of retail development in Raleigh to pursue new retail projects in the Triangle, NC region. In addition, the company promoted Chris Grenier to director of design and construction within the retail division.
